摘  要:探讨我国生鲜农产品流通与食品安全控制机制必须立足于我国农业小生产与大市场的矛盾,把种养生产阶段作为其中的关键环节,改变单纯从流通环节入手导致效果不明显的现实,严格监控产地准出环节,将其与公益性挂钩,建立产地集销服务中心,在中心的建设规划、资金配套、管理制度以及功能定位方面给予优惠和系统性筹划,力争将产地集销服务中心建设作为解决我国生鲜农产食品安全控制和现代流通体系发展的一项综合性政策措施。It is found that the analysis of modem distribution and food safety control mechanism be carried out based on the conflicts between small production and large market in China's agricultural industry. We should make the planting and breeding and production stage as the key-point stage; we should change from intervening from the stage of distribution to from the inspection in the production area, link up with public benefit, build the service center of concentrated sale in the production areas, small famers and small agricultural product traders~ the key-point stage of the mechanism design is the stage of fresh agricultural getting out the producing area before entering into the market. According the public welfare characteristics of food safety control and modem distribution system, it is need to set up a new non-profit common sale service centre of the fresh agricultural product to improve the current mechanism.
