摘　　要：小布什执政时期美国的外交政策趋于过度依赖硬性实力。美国对9.11的反应破坏了美国经济,削弱了美国的实力。小布什政府的单边主义政策是基于对世界政治实力本质的误解,导致了美国软实力的明显下降。美国人权问题进一步破坏了美国的软实力。美国政治文化价值观与对外政策路径选择方面存在着明显的矛盾。The foreign policy in George W. Bush administration tended to overrely on hard power. America＇s response to the 9/11 attacks undermined it＇s economy, and weakened its power. The new unilateralism in George W. Bush administration was based on a misunderstanding of the nature of power in world politics. The unilateral foreign policy resulted in the dramatic decline of America＇s soft power. America＇s soft power was further undercut by its human rights problems. There exists an obvious conflict between the procedures of American foreign policy and the values of American political culture.
