摘　　要：目前世界上各国政府均面临着卫生费用不断增长和医疗卫生服务需求日益增加的局面,无论是美国的市场主导型医疗保险市场,还是西欧国家实施的政府主导福利型医疗保险市场,都没有解决这个问题。在现有医保政策的引导下,一些公立医院也开始调整内部制度,引导医务人员行医行为契合医保政策要求。本论文通过研究某三级甲等医院内部控制费用政策的实施效果,为进一步促进医疗保险政策引导医疗市场各方行为提供了有建设性意义的意见。The global governments are facing the situation of increasing growth health care costs and demand for health services, whether the U.S. market-driven health insurance market, or the Western European countries, the implementation of government-led welfare medical insurance market, have not yet solve this problem. Under the guidance of the existing health insurance policy, a number of public hospitals also began to adjust the internal regulations, and guide the behavior of Health care market parties involved to fit the health insurance policy requirements. In this thesis, by studying the policy effects of one three-level hospital＇s controlling the medical expenses, provided were a constructive views for medical insurance policy maker, to guide the medical market parties involved behavior.
