摘　　要：二战结束后,日本曾出现过严重的公害问题,但经过近半个世纪的努力,日本就成功摆脱了"公害大国"的丑陋形象。这与日本中央政府不断完善环境省的组织机构、实施环境立法等举措密不可分。After the end of the second world war, the serious public hazard took place in Japan. However, Japan has overcome this problem in the early 2lst century. It is closely due to the effort of the perfection of Ministry of the Environment and the implement of environment legislation coming from the central government.
