摘　　要：高校章程建设为大学去行政化改革提供了契机。大学应以制定实施章程为依托,用章程固化大学的精神本质、价值取向和体制机制,确立学术至上的价值取向,妥善处理好内部权力配置中学术权和行政权的关系,推进学术委员会建设,建立健全学术自治组织机构,优化内部治理结构,积极构建现代大学制度,以消除办学管理中的行政化倾向,激发大学学术创新和办学育人的生机和活力。The construction of regulations provides universities with an opportunity of de-administration.In order to eliminate the administrative tendency of university management and stimulate university academic innovation and bring vitality and vigor to higher education,universities should make full use of the formulation and implementation of regulations to solidify their spiritual essence,value orientation,system and mechanism,establish the value orientation of academic priority,reconcile the relationship between the academic power and administrative power in the internal power allocation,push forward the construction of the academic committee,establish and perfect the academic autonomous organization,optimize the internal governance structure,and actively construct a modern university system.
