新加坡、首尔、香港现代服务业发展经验及对深圳的启示

摘　　要：发展现代服务业是每一个区域经济中心城市加快转变经济发展方式的内在要求和战略重点。深圳与新加坡、香港、首尔同属洲际城市级别,但目前服务业与这三个城市仍存在明显差距,使得深圳"十二五"时期加快发展现代服务业的必要性和紧迫性更加突出。本文在充分分析新加坡、首尔、香港现代服务业发展历程和发展成果的基础上,针对三个城市现代服务业不同发展侧重与特色提炼了相应的发展经验,对深圳现代服务业发展提出强化危机意识坚持政府主导、遵循规范透明的政策制定流程、引入市场专业力量按照产业融合产城融合原则发展深圳现代服务业三点建议。The development of modern service industry is the inherent requirements and strategic focus for every regional economic center city to speed up the transformation of economic development mode.Shenzhen and Singapore,Hong Kong,Seoul both belong to intercontinental city level,but there are still an obvious gap in the service industry field between Shenzhen and the three cities.And it makes the necessity and urgency for Shenzhen to speed up the development of modern service industry in the ＂Twelfth Five-Year Plan＂ period more prominent.Based on the sufficient analysis of Singapore,Seoul,Hong Kong modern service industry development course and development results,the corresponding development experience of the modern service industry in three cities are refined according to the different emphases and characteristics.Finally the three suggestions are put forward which strengthen the crisis consciousness,adhere to government-led,follow the transparent policy formulation process,and introduce the professional market power to develop Shenzhen modern service industry with the principles of Industrial Convergence and industry-city＇s blending.
