摘　　要：社会管理创新是政府创新的重要内容之一,调动社会公民积极参与社会管理是增进社会管理创新的有效措施。通过建立激励相容的利益激励机制,形成利益导向,可以充分调动多元社会主体关注和参与社会管理的积极性,达到个体理性逐利目标与政府资源配置目标相统一的激励相容境界。Social management innovation is one of the most important elements of government innovation. Mobilizing the citizens to actively participate in the social management is an effective measure to improve social management innovation. Government should establish an institution of incentive compatibility to shape the ben- efit guidance, to mobilize the diversified social bodies for wide concern and enthusiasm of participation in the social management, to achieve the state of unification between the target of individual rational pursuit of inter- ests and the target of governmental allocation of resources.
