摘 要:消防制度作为一项国家制定的正式制度,其投入与建设关系民族发展。但现实数据表明,这些制度未发挥最大效用。正式制度未能发挥其应有效能,是当前民族村寨防火问题面临的现实矛盾,即其"失败"。相反在现实中,真实存在的非正式制度却具有有效性,即其"地方性"。由此获知,正式制度在民族村寨火灾防治中获得完善的基础是:立法者对地方性知识的考量与借鉴,以及国家和政府在多元的价值观面前保持中立与宽容的态度。Fire protection system is a formal system made by the state. Investment into and construction of this very system is an issue which is significant for the ethnic development and the state should pay enough attention to. According to present statistics, it seems that these systems haven't played their full roles. This very failure is the current contradictions the ethic villages are facing in fire protection. In real life, the existing informal systems are really practical, that is, locality. Therefore, the foundation for the full play of formal system in fire protection of ethnic villages is: the consideration of and learning from local knowledge for the legislators; the state and governments' neutral stand and tolerant attitude while facing multiple values.
