单位化视野下的京郊城中村治理——以宝山村为个案

摘　　要：在中国快速城市化扩张中,越来越多的近郊农村被纳入城区,成为非农非城的"城中村"。为抵抗城市的侵袭,许多村庄不约而同的进行了非农化的再组织,在组织过程中,形成了一种特有的组织形态——"村落单位制"。在单位化村庄里,村庄的自主行动力下降,表现为村委会失去经济实权,变为乡政府及所属集体经济组织的下属单位;村庄的其他治理行动者的村庄意识淡薄,单位意识凸显,对单位的依赖度日益加深。国家的行政控制力在单位化村庄中得到进一步加强,村民自治空间有限。With rapid expansions of urbanization in China, more and more rural areas are included in the outskirts of town, becoming “villages in the city”. To resist the invasion of the city, many villages have re - organized in the way of non - agricuhurization, forming a unique organizational form - “the village unit system” called by LI Peilin. In the unit of village, the village self - mobility decreases, showing the loss of economic power for the village ordinate units of the township government and the committee, and villages are changed into the sub- respective collective economic organizations. The other administrators＇ village consciousness weakens and the consciousness of unit highlights, while the dependence of the unit is growing. State administrative control has been further strengthened in the unit of village. The villagers＇ self- government is limited.
