基于辽河清障工作及开拓保险灾害补偿机制的探讨

摘　　要：辽河属全国七大江河之一,河道防洪任务艰巨,由于河道淤积,河滩设障严重,大量泥沙输入及滩地阻水等问题亟待解决。针对辽河清障工作存在的问题,结合《国务院关于保险业改革的若干意见》,提出辽河清障工作建议,采用非工程措施实行滩地防洪保险措施,开拓洪灾转移分担机制和市场化灾害事故补偿机制,重点解决群众所受灾害经济损失。The Liao River is one of seven big rivers in China with a tough flood control task.Due to the river course silting and barriers constructing on the flood land,it is urgent to reduce the sediment transportation and remove the barriers on the flood land.Based on the existing problems for the removal of flood flow barriers in the Liao River,and combing Several opinions of the State Council on the reform of the insurance industry some suggestions for removing barriers are put forward,including no-engineering measures,such as conducting flood control insurance for flood land,developing transfer mechanism of flood disaster and marketization compensation mechanism of flood disaster so as to reduce the economic losses for the people in the flood affected areas.
