摘  要:立足不同的目标对风电功率进行适当调控,虽都有助于提高系统接纳风电的能力,但综合效果会因目标和策略的差异而有所不同。对此,提出以风电场集合为对象,以波动平滑、负荷跟踪和功率平衡为目的的3种优化调控策略,并进行比较分析。策略定义变化特性指标分别对风电场集合整体的功率波动性、负荷跟踪特性予以评估,对不符合要求的时段进行适度调控,并给出了消纳调控量的分配原则,以实现风电资源的充分利用;依据风电场间功率变化特性的差异程度,制定了在有关风电场间相对公平地分摊补偿调控成本的机制。算例表明,3种策略通过较少次数的调控或对系统调控资源的较少占用,可有效地平滑风电功率波动,提高风电跟踪负荷变化的能力或改善系统功率不平衡量,有助于提高并网风电场集合的运行效能。Reasonable and moderate regulation based on different targets can be helpful to improve the acceptance of wind power, but the comprehensive effect will vary due to the differences of targets and strategies. To this point, three optimal regulation strategies for fluctuation smoothing, load following and power balancing were proposed and compared for wind farm set. Indexes were defined to evaluate wind power-varying and load-following characteristics. According to assessment results, moderate optimal regulations were taken for the time periods in which wind power characteristics didn't meet the requirements. To make full use of wind power resources, the allocation principle of control quantity consumption was given. A relatively fair regulation cost sharing mechanism among relevant wind farms was developed according to characteristic differences between wind farm outputs. Examples show that the strategies can effectively smooth fluctuation of wind power, improve the load-following ability of wind farm, or reduce the power imbalance of system by fewer times of regulation or less occupancy for system regulation resources, which are helpful to improve the operation efficiency of grid-connected wind farm set.
