珠三角九市中小企业国际化环境评价比较研究

摘　　要：本文借鉴国内外企业国际化环境理论研究成果,利用统计年鉴数据和实际调研资料,通过对2009、2011两个年度内珠三角九市国际化环境因素的综合评价和时间序列分析,构建基于珠三角区域环境特点的中小企业国际化环境评价指标体系和综合评价模型,所设定的指标体系经得起验证。研究表明,政府行为与政策环境、市场环境、人文文化环境、社会区域环境是影响珠三角中小企业国际化的主要环境因素;各环境因素对珠三角中小企业国际化影响程度不同;珠三角九市中小企业国际化环境存在差异,而市场环境、政府行为及法律、金融环境和创新意识又是导致其环境差异的主要原因。With the weakening of the circumastances which helped a high speed of economic development at the previous stage of the open policy, more and more factors are hindering the development and internationalization of the SME in PRD, espciacially after the financial crisis in the world. These factors include the trade friction, raise of the price for power and labour, the deterioration of policy and society. These cause a great challenge for the SME in PRD, who traditionally depend on the profit from export processing. According to Guangdong provincial statistics, about 30% of the SME above designated size are suffering from economical loss. What＇s more, it is con- sidered that the conditions are much more serious than the statistics shows. The success abroad shows that the key factors in the business depend on not only the competitive competence, but also the competitive circumastances and rules. Therefore, empirical research of the influencing factors will be very important for policy making of ＂go global＂ strategy to promote and guarantee the development of the interna- tionalization of the SME in PRD. By studying the researches on environment for enterprise internationalization at home and abroad, we come to an agreement on the importance of the outer environment to the SME. With the speeding of the internationalization of the SME and the development of the statistics software, it will be a main point for further research to analyze the extent of the various affecting factors to the internationalization of the SME by choosing and settling empirical re- search. The paper constructs the evaluation index and comprehensive system based on the circumstances in PRD by studying the researches at home and abroad in the following five aspects： market environment, administrative be- havior and policy environment, social district environment, population - resources - ecology environment and cul- tural environment.
