摘　　要：为提高煤矿企业的竞争力和经营绩效,进一步规范企业经营管理,引入全面预算管理方法。深入煤矿企业调研经营管理模式,分析了煤矿企业双重维度的经营管理组织体系和煤矿、经营管理组、部门III级经营管理指标体系,提出了经营管控数字化系统模型,进而研究了系统流程、功能结构及软件技术。最后,采用Web Services面向服务架构设计和开发了原型系统,该原型系统通过在山西某煤矿企业的实际应用,证明了模型的可行性与有效性。To improve the competitiveness,operating performance and standardizing management process of coal enterprise,the comprehensive budgeting method is introduced.The author is on the floor to investigate a coal company dual dimension operating management system,based on which a three-level operating management index system colliery,operating management group,department is analyzed.The operating control digital system,and its process,functionality structure and key software techniques are studied.Design and develop the software platform using Web Services oriented Architecture.The platform application experience in coal group company demonstrates its feasibility and effectiveness.
