摘　　要：构建钦州市海域使用效益评价指标体系,包括经济、社会、生态环境效益等3个方面,采用变异系数法确定指标权重,运用TOPSIS评价模型评价2002—2010年钦州市海域使用效益。研究结果表明,钦州市海域使用综合效益、经济效益和社会效益呈逐年上升趋势,而生态环境效益却呈逐年下降的变化趋势。完善海域使用管理管理体制,引导海域使用结构优化,加强海洋生态环境保护,是提高钦州市海域使用效益的有效途径。The evaluation indicators system was estabhshed for sea area use efficiency of Qinzhou City from the aspects of economy ,society and ecological environment.Using the coefficient of variation method to determine index weight, sea area use efficiency of Qinzhou City from 2002 to 2010 was analyzed with the TOPSIS.The results showed that the comprehensive sea area use efficiency of Qinzhou City kept growing from 2002 to 2010. Economic and social efficiencies showed the same trend as the comprehensive efficiency ,while the ecology efficiency decreased.It was also concluded that improving the sea area use management system of Qinzhou City,optimizing the sea area use structure and strengthen the marine ecological environment protection were the effective ways of improving the sea area use efficiency of Qinzhou City.
