摘 要:高校与研究机构都是科技创新主体,其研发活动各有特点。在分析2000—2010年浙江省高校与研究机构R&D投入差异的基础上,利用DEA方法评价其R&D活动的相对效率,结果发现:浙江省高校平均R&D效率略高于研发机构,但评价期内高校R&D效率有效年份少于研发机构;高校与研发机构的纯技术效率都明显高于规模效率,并且规模非有效的年份都是规模报酬递增的。因此应增强R&D投入规模,合理组合配置R&D资源,以实现最优效率,提高浙江科技创新能力。Institutions of higher education and research institutions are the subjects of scientific and technological innova- tion, and their research and development activities have different characteristics. Based on the analysis of the difference of R&D inputs of institutions of higher education and research institutions in Zhejiang province, this paper used DEA method to evaluate the relative efficiency of the R&D activity of them, and found that the average R&D efficiency of institutions of higher education was slightly higher than that of research institutions ; the pure technical efficiency of them was significantly higher than the scale efficiency ; the DMUs were of increasing returns to scale although their scale efficiencies were not val- id. So as to realize the best efficiency and to improve the ability of technical innovation, R&D investments of institutions of higher education and research institutions in Zhejiang province should be reinforced and R&D resources should be allocated reasonably.
