摘  要:如何实现科技资源全生命周期价值最大化是科技资源共享系统设计的目标和尚未解决的难题,为此,提出科技资源是各种价值的集合体,科技资源共享是促进价值转换、传递的过程,科技资源共享是价值共享等观点。在此基础上,提出包括可见性、可及性、可用性三个层次的科技资源共享价值最大化三层次模型,并结合国家科技基础条件平台建设对三个层次进行了细化分析。It is a target and unresolved problem in designing a scientific and technical resource sharing system that how to maximize the value of scientific and technical resources in the life cycle. This article proposes several concepts as follows : scientific and technical resources are an aggregate of all value; scientific and technical resource sharing is a process in which value is promoted to convert and deliver; scientific and technical resource sharing is value sharing. Based on this, it proposes a three - layered model that maximizes the value of scientific and technical resources, and the three layers are visibility, accessibility and availability. It also makes a deep analysis on the three layers combined with building the basic condition platform of national science and technology, so as to guarantee the development and utilization of the value in the all life cycle and all resource chain of scientific and technical resources.
