后工业时代西方发达国家公立大学自治的实质

摘　　要：1980年代以来,在以美国、英国、德国、法国、日本为代表的西方发达国家,公立大学与政府、市场之间的关系模式发生了变化。政府将市场机制全方位引入到高等教育领域中,公立大学进一步确立了广泛的自治权,获得了高度自治。而实际上,在新的关系模式中,大学自治并未得到真正而实际的增强,这种自治的实质体现为公立高等教育发展的市场本位、程序性自治。新的大学自治模式是强制性制度变迁的结果。Since the 1980＇s the relationship among public university, government and market have been changed in the Western Developed Countries. The governments induced the market mechanism into higher education and the autonomy power in public universities has been further established.But in fact the nature of University Autonomy is market-orientation and procedural autonomy. And this model of university autonomy is outcome of compulsory system vicissitude.
