摘　　要：本文从系统论的角度对区域科技人才储备进行了分析,界定了区域科技人才储备系统的含义、构成及其目标,从调控、预测及环境三个层次分析了其子系统的构成要素及其作用机理,研究了子系统与大系统之间的结构关系,从整体功能角度探究了区域科技人才储备系统的功能,最终得出结论。Based on probing into the systematic features of the regional scientific and technological talent reserve, this paper has defined the definition, composition and objectives of the regional scientific and technological talents reserve system. It also has analyzed the composition and the action mechanism of talent reserve three subsystems, including regulation-control subsystem, forecast subsystem and envi- ronmental subsystem. Then it also has analyzed the structural relationship between the subsystems and large system and explored the whole function mechanism of the regional scientific and technological talents reserve System. Finally, it gives us three conclusions in the end of the paper.
