摘　　要：干部制度的伦理价值取向研究是新形势下建设高素质执政骨干队伍的重要课题。干部制度伦理价值取向有着丰富的时代内涵。实现党的十八大提出的建设高素质执政骨干队伍的目标要求,建设符合"德才兼备,以德为先"要求的高素质干部队伍,必须以马克思主义理论关于"人的本质和人性"思想为指导,确立干部制度伦理价值取向的总体原则;以"制度伦理价值的引领和教化作用"为逻辑,建立和完善干部思想道德素质提升的支撑体系;以"制度伦理价值的约束与惩戒作用"为核心,建立防止"好人变成坏人"的监督与惩治体系。Cadre system ethics value orientation research is under the new situation of building high - quality ruling cadre＇ s important topic. Era of cadres institutional ethics value orientation has abundant connotation. Imple- ment the party＇ s eighteen big political cadre＇ s goal of building high - quality requirements, comply with the re- quirement of ＂having both ability and political integrity, good first＂ construction of high - quality cadres, must take the marxism theory on ＂nature and humanity＂ thinking as guidance, establishing the system of cadres of the general principles of ethical value orientation ; ＂Institutional ethics value of guidance and enlightenment＂ as the logic, set up and improve the ideological and moral qualities of cadres promotion support system;＂The constraints of the institu- tional ethics value and disciplinary action＂ as the core,set up to prevent the good into bad supervision and punish- ment system.
