主体功能区优化开发区激励机制问题研究

摘　　要：主体功能区理论是我国区域发展理论的重大创新,然而其理论建设一直滞后于我国实践发展。以我国优化开发区经济发展实践为背景,将激励因素引入优化开发区发展问题研究,探析锦标激励机制在引导优化开发区经济结构转变中的内在作用机理,并通过理论分析和模型推演,进一步提出将创新成效作为评判的标准、实行有等级的差别激励政策,以及多种激励手段综合运用是基于锦标激励引导优化开发区发展的重要内容和根本手段。The theory of major function ~ is the significant innovation in the development of region. However, the theory construction lags behind the practice in our country. Based on the practice of the optimized zone, the paper herein proposes the theory structure including the incentive fac- tors. Through the analysis and model confirmed, the system for the optimized zone development has been offered and therefore the innovation bacte- ria, the difference incentives and the multi cooperation make up the major contents and the methods tournament incentives, which is the key point for the development of optimized zone.
