摘　　要：全球气候变化是人类面临的可持续发展问题,需要制定经济环境双赢的低碳能源发展战略。实施低碳能源的战略要明晰发展低碳能源战略思路,确定低碳能源战略定位及总体发展目标。推进低碳能源发展要加快推进低碳能源技术进步及技术成熟项目的推广应用;深化能源管理体制改革,宏观调控低碳能源发展;强化资源节约和保护生态环境,打造低碳城市;优化产业结构,完善公平有效的补偿机制。The global climate change is the human face of sustainable development problems,the need to develop economic and environmental win-win low carbon energy development strategy.The implenentation of low carbon energy strategy to clear the development of low carbon energy strategy,determine the low carbon energy strategy and overall development target.To promote low carbon energy development to promote low carbon energy technology progress and maturity of the technology project to promote the application of energy management system;deepen reform,macroeconmic regulation and control of low carbon energy development;to strengthen resource managing and protecting ceological environment,building a low earbon city;optimize industrial structure,improve the fair and effective compensation mechanism.
