摘　　要：在美国内战期间颁布并实施的《1862年赠地学院法案》,既是对此前美国联邦政府土地政策的一个延续,也是林肯内战政治解决方案组成部分,从而开启了美国公立高等教育蓬勃发展的序幕,为美国经济、社会的发展和民主制度的完善提供了有力的支持。The 1862 Land Grant College Act, which was passed by the Congress and signed by President Lincoln during the Civil War, is not only a subsequent act of federal land policies but also a necessary part of Lincoln＇ s political solution for solving military and diplomatic crisis his adminis- tration faced in 1862. It also opened the developmental prelude of American public higher education and definitely facilitated economic, social development and democratic progress in the Unites States.
