摘　　要：开放的高校图书馆建设对于增强文化软实力具有重要作用。积极推进保定市开放的高校图书馆建设,必须解放思想、更新观念,以政府为主导构建相应的体制机制,多渠道筹措经费,提高高校图书馆、文化事业单位工作人员的素质。Improving the quality of the community as a whole depends on enhanced cultural soft power. Enhanced cultural soft power can play an important role in the constmction of opened university library. Promote opened university library construction in Baoding City must emancipate the mind and update ideas, build appropriate institutional mechanisms dominated by the government, finance multichanneled, and improve the quality of staff in university libraries and cultural institutions.
