摘　　要：黑龙江省中小企业B2B电子商务市场发展初具规模,B2B电子交易平台技术具有独特特点,但制约发展因素不可忽视。至今仍存在着中小企业对电子商务的认知度不高、专业人员缺乏,上下游(配套)企业信息化程度低,信用、安全环境不到位等问题,并对存在的问题提出了树立电子商务理念,加强培养和吸引电子商务人才,加快信用、安全认证、国标、在线支付的建立,加强政策的宏观规划和指导等措施,推动黑龙江省经济社会快速发展。The development of B2B e-commerce market in Heilongjiang Province has achieved certain scale. Technology in B2B electronic trading platform has unique characteristics. However, we still can not ignore the factors restricting its development. There are still some small and medium-sized enterprises which have low awareness to the electronic commerce, and lack professionals, information, credit as well as security. Therefore, this paper puts forward the idea of setting up electronic commerce on the existing problems, training of electronic commerce talents, speeding up the establishment of credit, safety certification, GB, online payment, and strengthening the policy of macroscopic planning and guidance and other measures in order to promote the rapid economic and social development of Heilongjiang province.
