晚清地方县域办学体系中的统辖关系——从档案看晚清地方劝学所的内部设置

摘　　要：作为近代县级教育机构的最初雏形,劝学所内部的统辖关系已经基本形成。劝学所监督负责监督办理整个地方学务;总董负责统筹协调地方学务;劝学员负责办理本区学务;学董负责基层学堂事务。劝学所内部统辖关系的确立为后来的县级教育行政机构———县教育局的设立提供了借鉴作用,在一定程度上促使了中国近代地方教育的正规化、统一化。但由于劝学所内部统辖关系中存在权责不明、事权不一,在办理学务过程中互相掣肘,直接影响了学堂发展的可持续性。As the initial form of modern education institutions, the internal governance relationship has been basically formed. Based on the existing historic on Qing Dynasty government archives of Nanbu county in the Nan thong City Archives, dialectical study gains and losses of the local truancy is arranged inside to gradually formed of internal management in the modern county education agency.
