陕西农民工培训“阳光工程”成效、问题和对策

摘　　要：农民工培训"阳光工程"为农民就业、农民增收、农村经济发展等做出了重大贡献。实践证明,"阳光工程"是一项德政工程、民心工程。首先对陕西农民工培训"阳光工程"的成效进行了阐述,总结了其实施过程中存在的主要问题,并从建立转移培训长效机制、加大财政支持力度、加强培训基地建设、加大培训宣传力度等四个方面提出了健全农民工培训"阳光工程"政策建议。＂ Sunshine Project＂ for the employment of farmers has contributed a lot to increasing the income of farmers and improving rural economic development. Practice has proved ＂Sunshine project＂ is a benevolent and popular project. This paper first discusses the effects of Shaanxi migrant workers training ＂sunshine project＂, sums up the main problems existing in the process of practice. And from the four aspects, namely, establishing long - term mechanism for transfer of training, increasing finan- cial support, strengthening the training base construction, and intensifying training propaganda, the pa- per proposes recommendations on how to improve the migrant workers training ＂sunshine project＂ policy.
