党政机关公文中上行文种异同之辨析

摘　　要：针对党政机关法定公文中的四个上行文种,即请示、报告、议案和上行的意见,在对照它们的用途、找到相同或相似之处的基础上,重点分析其不同之处,认为以上文种在形成使用的主体、行文目的、行文时间、写作内容与要求、提出事项的适用情况和重要程度、行文规则、发挥的作用等方面均存在着差异。Four uplink types of documents for party and government organs, which named ask for in- structions, reports, proposals and the opinions of the upward, can be compared with their application in ba- sically similarities.
