摘　　要：地方院校学报作为学术期刊的重要组成部分,是反映高校教学、科研的学术期刊,不仅对人才培养及学术交流发挥着重要的作用,同时对繁荣学术事业、传承人类先进文化、推动社会进步等都具有重要贡献。但随着经济体制的不断深化,许多地方院校学报不同程度地出现了学术水平偏低、发行量小、职称论文充斥等问题。目前,地方院校学报已走到了历史的关键路口,发展、革新已成为地方院校学报在选题策划时必须考虑的重要课题。With the deepening of the economic system, there are many issues in the journals of local colleges and universities： low academic level, small circulation, being flooded with title papers. Currently, journals of the local colleges and universities have come to a key intersection of history. It is an important issue for them to consider the development and the innovation when planning topics.
