摘　　要：社会医疗保险是一项巨大的民生工程,其中涉及到包括医保基金管理机构、参保人、医疗机构和药品终端经销商等在内的众多的行为主体(即理性人),它们各有动机;为推进医保改革的顺利进行,就需要用经济的和行政的手段来平衡它们目的各异的行为,进而将其引导到共同发展该项事业的路径上来。Social medical insurance is a huge project of the people＇s livelihood, which involves many behavior bodies （namely rational people） such as the medical insurance fund management institutions, the insured, medical institutions, and drug terminal dealers. They each have their own motivation, so, in order to promote health care reform smoothly, we shall use economic and administrative means to balance their behaviors with different purposes, which will lead them to the path of developing the cause jointly.
