生态文明制度建设视角下的工科院校环境法教学

摘　　要：《十八大报告》将生态文明建设列为专题进行阐述,明确指出:"应当加强生态文明制度建设,建立体现生态文明要求的目标体系、考核办法、奖惩机制。"利用工科院校中工程类学科的优势是工科院校法学教学研究可资借助的平台,能够在教研中克服现行环境资源制度"原则性过强,操作性不足"的缺点。利用环境工程可操作的指标体系进行相关法律教学的实践性研究,在工程伦理同法律伦理相结合上实现法学研究同工科专业学生法律教育的双赢。＂The report at the 18th Party Congress＂ makes the construction of ecological civilization as a special issue to expatiate, clearly pointing out： ＂we should strengthen the system construction of ecological civilization, establishing the target system, assessment method, rewards and punishment mechanism, which reflect the requirement of ecological civilization.＂ Taking the dominating engineering disciplines in College of engineering as an advantageous platform for the law teaching, we can overcome the current systems of environmental resources＇ ＂strong principle in teaching and research, lack of operation＂. Make the practical research with the maneuverable index system of environmental engineering for law teaching, combining engineering ethics with legal ethics to achieve a bilateral benefit in legal research and law teaching of the students in engineering science.
