摘　　要：清末时期,袁世凯手握军政大权,主张派遣军事留学生学习国外先进的军事科学技术。民国初期,袁世凯逐渐形成自身独特的留学教育理念,其主政的北洋政府制定了一系列关于留学教育的法律规章,规范了留学生的选拔、管理、经费等问题,促进了留学教育的发展。In the late Qing Dynasty, Yuan advocated sending military students to learn foreign Shikai took the military and political power. He advanced technology of military science overseas. At the beginning of republic of China, Yuan Shikai gradually formed his own unique overseas education phi losophy. The Beiyang Government under his control enacted a series of laws and regulations on overseas education to standardize students＇ selection, management, funds, and so on, which promoted the development of overseas education.
