论大学学术管理“泛行政化”及其应对策略——基于组织文化的视角

摘　　要：我国现行的大学学术管理表现出较强的"泛行政化",学术文化和学术人员处于被边缘化的境地。大学学术管理具有较强的文化特性,为此,基于大学的组织文化特性,大学学术管理应该做到:注重制度氛围建设,建立"以学术为本"的学术管理理念;规范行政权力,增强行政权力的服务意识;确立以学术为导向的大学内部联合治理结构;管理重心下移,重视基层学术组织的学术管理。Nowadays managerialization is the main problem of university academic management; Ac- ademic culture and the staff are being marginalized. Organizational culture is the key theory of the university academic management. Therefore, from the organization culture of university, the university management should do： pay attention to the system environment construction, set up the ＂academic--o- riented＂ academic management concept; standardize administrative power, enhance the service consciousness of administrative power; establishing academic oriented university interior joint governance structure; management center of gravity down, attaches great importance to the academic management of grass--roots academic organization.
