摘　　要：产业联盟的有序运行及联盟目标的实现,要求选择合理的联盟运营模式及联盟成员的准确定位。提出以产业集中度作为联盟主导的选择依据,确立以政府、企业为主导的两种联盟运营模式。实施政府为保障,资金为支撑,中介为桥梁,大学、科研机构为推动,企业积极参与的联盟发展思路。To make industry alliance work well and to accomplish the objectives of the alliance, it is demanded to select alliance operational mode rationally and to position alliance members accurately. The government-dominated and enterprises-dominated operation modes are proposed in terms of the industrial concentration ratio, and a series of development strategy established as well in this paper, which involves taking government as guarantee, funds as support, the mediation as bridge, university and scientific research institutions as the propulsion and the enterprises as the partner.
