摘  要:分析不同教育组织在县域基础教育政策执行中的关系和功能发现:适用于资源统一分配型政策执行的自主模式呈直线型执行架构,以学校普遍发展为取向;适用于资源重点分配型政策执行的竞争模式呈网络型执行架构,以区域教育战略性整体发展为取向。二者均兼具三代执行途径的某些特点:上级决策在下级执行中发挥重要作用;基层组织执行备受重视;执行过程是政策不断修订和重构的过程,也是教育组织间连续不断的互动过程。Analyzing the relationship among different educational organizations and the functions of different educational organizations reveals that, the independence model applicable to equal educational resources policy implementation presents a linear implementation scenario with the common development of schools as its orientation, while the competition model applicable to unequal educational resources policy implementation presents a network implementation scenario with the overall strategic development of regional education as its orientation. Meanwhile, they share a number of common features: decision-making at the top plays an important role; grass-roots organization in the implementation is being emphasized; and policy plans are constantly revised and reconstructed in implementation process, showcasing a continuous interaction among educational organizations.
