论我国医院伦理委员会的功能定位与体系构建策略

摘　　要：自国内外医院伦理委员会建设的历史沿革着手,从政策、法律、技术以及医患关系等角度重新审视,提出医院伦理委员会可以具备研究伦理、临床伦理、医院管理伦理等多元功能,并从建立组织与监督体系、统一内部管理规范与流程制度、分步实施委员资格认定与考试制度、加快人才梯队培训机制等方面对医院伦理委员会建设提出建议。This article reviewed the history of hospital ethics committee construction in China and abroad, reconsidered this issue from the perspective of laws, policies, technology and doctor-patient relationship. As the article proposed, hospital ethics committee may have multi-functions, including： research ethics, clinical ethics and hospital management ethics. Various proposals were put forward for constructing of hospital ethics committees, including： establishing organization and supervision system, unifying internal management regulations and processes, implementing qualification accreditation and examination system, accelerating the training echelon of human resources.
