摘　　要：基因治疗目前在研究和临床应用上蓬勃发展,给人们带来了更多的疾病治愈的希望,同时也出现了诸多伦理问题,如基因治疗技术的安全性和有效性、病人的选择及病人的知情同意、病人信息隐私的保护、医疗保健的费用以及生命伦理问题等。从基因治疗技术及法律法规两个方面进行伦理对策的思考,提倡研究者及医生的自律、加强法律法规的完善和建设、从技术角度提高基因治疗的安全性、发展基因治疗疗效的评估系统、充分的病人知情同意等,以期在伦理的规范和引导下,促进基因治疗健康发展。Gene therapy is currently developing rapidly in research and clinical application,it has brought people more and more hope for disease curing. However, there are lots of ethical problems appeared such as effectiveness and safety of gene therapy technology, the selection of the patient and the patient＇s informed consent, patients＇information privacy protection, health care costs and bioethical issues. Based on gene therapy technology and laws and regulations, this paper proposed the ethical countermeasures： advocating the researchers and doctors of self-discipline, strengthening the construction and the perfection of the laws and regulations, from a technical point of view to improve the safety of gene therapy, developing gene therapy efficacy evaluation system, fully informed consent of patients so as to promote the healthy development of gene therapy under the ethical norms and guidance.
