摘　　要：以管制人员培养模式和规范体系为研究对象,对美国空管人员培养规范体系、国际民航组织对管制员培养规范标准的指导材料、我国民航局和民航院校对管制人才培养的要求进行对比研究;总结了中国与美国管制员培养特点和规范体系;针对建立我国管制人员培养规范体系,提出了相应对策和建议。The air traffic controllers training standard system from the United States, the training standard guidance materials for controllers from International Civil Aviation Organization, as well as controllers＇ cultivation demand from civil aviation colleges and Civil Aviation Administration of China are introduced thoroughly. The controllers＇ training features and standard system of China and the United States are summarized separately, followed by comparative analysis. Corresponding countermeasures and suggestions are put forward for the establishment of China＇s air traffic controllers training system.
