摘　　要：针对目前高校科技创新体系建设中存在的问题,基于生存系统模型进行了高校科技创新体系设计,将高校科技创新体系分为科技创新战略、科技创新决策、科技创新管理、创新文化协调以及科技创新执行5个子系统。从各子系统建设以及系统整体协调的角度,提出了完善高校科技创新体系建设的建议。In view of problems existed in the scientific and technological innovation system in colleges or universities, the paper designs a scientific and technological innovation system based on the Viable Systems Model. The system is divided into five subsystems that include strategy system, decision system, management system, culture coordination system and implementation system. Then, from the viewpoints of subsystem construction and overall system coordination, some suggestions are put forward for perfecting the innovation system of colleges or universi- ties.
