美国突发事件应急行动预案的基本特征分析

摘　　要：研究了美国应急行动预案的基本特征。结果表明:①美国应急行动预案目标明确、定位清晰;②美国应急行动预案注重编制原则的有效贯彻;③美国应急行动预案内容完备、适应性强;④美国注重联邦、州、领地、部落和地方应急行动预案的有效衔接;⑤美国应急行动预案具有强大的外部支持体系。这些方面将为我国修订完善国家应急预案体系提供有效参考。Basic characteristics of Emergency operation Plan in USA are analyzed. Studies results are as fol- lowing. First of all, Emergency operation Plan in USA is of definite targets and distinct orientation. Second, it fo- cuses on implementation of the rules compiled. Third, it is detailed and highly adaptable. Fourth, American pays more atention to the effective connection among the emergency operation plans of federal, state, territory, tribal and local. The fifth and the last, Emergency operation Plan in USA roots in a strong external supporting system. These five aspects would provide effective references for revision and perfection of the state emergency operation plan sys- tem in China.
