摘  要:经过十几年的大规模扩招后,国内外激烈的教育质量竞争压力与生源危机迫使中国高校进入内涵发展阶段,大规模的院系调整与实施质量工程是其主要手段。但由于中国高等教育长期受苏联式专才教育思想和理想化的通才教育思想的影响,加上官本位的强化与权力异化,导致一些高校的院系调整误入歧途。只有进一步树立正确的教育理念,打破僵化的人事体制,加强高校的民主体制建设,才能进一步完善高校院系调整机制,提高教育资源配置效率和教育质量,提升中国高等教育的整体国际竞争力。After a large-scale expansion of more than ten years, the pressure from fierce competition and the quality crisis of students enrolled have forced the Chinese colleges and universities into the stage of developing their education quality, in which structural adjustment of departments and colleges and quality engineering become the main measures enforced. Under the influence of Soviet specialist education ideas, the ideals of liberal education thought, and reinforcement and the alienation of bureaucratic power, some universities have gone into the wrong direction in their structural adjustment. We should establish a correct concept of education, break the rigid personnel system, strengthen the democratic system construction, further improve the college adjustment mechanism so that the efficiency and quality in the allocation of education resources can be promoted and the overall international competitiveness of higher education in China can be improved.
