摘　　要：通过对2002—2011年河南省水资源状况,包括总用水量、污水量、单位产值用水量及水质合格率进分析,提出河南省加强水资源保障体系建设思路:全面生态治理、开源节流、科学管理,并要以系统论为指导,动态平衡、协调发展。Through analyzing the state of water resource and counter measures from 2002 to 2011 in Henan province,including the total amount of water consumption, the industrial water demand per ten thousand yuan output ,waste water quantity, qualified rate of water, and enhancing the insurance system of water resources quality management system is discussed. It is supposed to realize the following aims： comprehensive ecological management, broaden sources of income and reduce expenditure, scientific management, dynamic balance and coordinated growth under the guidance of system theory.
