摘　　要：高校党内基层民主建设的发展离不开强劲动力,动力主体又在诸多因素作用下影响着民主前进的步伐。动力机制单一运行,行政制度无确切落实,领导干部独揽大权,党员教师民主意识淡薄,成为民主良性成长的动力阻碍。这使得高校民主需通过党性培育,权利落实,监督核查,确保民主建设有序推进。The development of grassroots democracy within the Party construction in Colleges and universities is inseparable from the strong impetus.The impetus subject affects the pace of democratic progress under the effect of many factors.The single operation of impetus mechanism,administrative system without the exact implementation,leading cadres grasping the authority by oneself,weak awareness of democracy with the Party members and teachers,all these become obstacles for the virtuous growing of democratic impetus.The situation calls for the Party spirit cultivation,implementation of the right,supervision and verification,to ensure the orderly democracy construction in universities and colleges.
