中国终身教育发展的回顾与反思——政策分析视角

摘　　要：在对中国终身教育政策进行梳理和分析的基础上,将中国终身教育发展划分为理念启蒙、实践准备和政策多样化发展三个阶段。从政策分析视角看,我国终身教育政策在一定程度上存在政策定义模糊、目标笼统、政策实施偏离目标、体系不健全等问题。政府应该通过立法、发挥地方的积极作用和学校的中心作用、培养专业队伍、加强相关研究等手段推动中国终身教育发展。On the base of the analysis of Chinese lifelong education policy, the paper divides the history of Chinese lifelong education into 3 phases ： enlightenment of idea, preparation of practice and implement. On the respective of policy analysis, Chinese lifelong education policy has the problem of vogue policy definition, genera aim, deviated implements irregular system. The authority should introduce legal, motive the enthusiasm of local authority and schools, train the profession as well as strengthen the research on lifelong education to promote the development of lifelong education.
