参与式自组织制度安排与社区发展基金有效运行——对陕西省白水县CDF项目的案例分析

摘　　要：本文首先从中国农村金融的特征出发,基于委托—代理的理论,从产权制度安排和组织治理策略两个方面对保障外部资金注入的合作金融组织有效运行的制度需求进行了理论探讨,然后以世界银行试点的陕西省白水县CDF项目为例,考察了多方主体共同参与的自组织管理制度与CDF运行绩效的关系。结果表明,赋权与分权、多方主体共同参与的激励与约束、草根式合作制金融的自组织管理是CDF有效运行的关键。In recent years,as an important supplement of the traditional rural business finance,community development fund carry out a wide range of poverty alleviation practices in developing countries,but its effect is still to be evaluated.Beginning with the characteristics of rural finance,based on the principal-agent theory,from the perspective of the institutional arrangement of property rights and organization governance strategy,we first inquire into the institutional needs for effective operation of CDF,which has external fund.Then this paper takes the Word bank's Baishui CDF projects in Shanxi Province as an example,studies the relationship between self-organization management under multi-stakeholders' participation and operation performance of CDF.The result shows that empowerment and decentralization,the incentive and constraint under multi-stakeholders' participation,self-organization management of Grass-roots cooperative finance are the key of the effective operation of CDF.
