摘　　要：高校基层党组织开展创先争优活动,需要以马克思主义、毛泽东思想和中国特色社会主义理论体系作为理论基础,以科学发展观为指导思想,强化基层党组织的理论优势,从建立学习制度和激励机制两个方面探索"创先争优"实践路径,促进高校基层党组织不断科学发展。Campaign of contending for excellence by grass - roots party organizations in colleges and universities should be guided by Marxism, Mao Zedong Thought as well as theoretical system of Socialism with Chinese characteristics. When conducting the campaign of contending for excellence, we should stick to scientific development concept, strengthen theoretical advantages of grass - roots party organi- zations in colleges and universities as well as create a learning system and incentive mechanism, thus improving grass - roots party organi- zations in colleges and universities scientifically.
