摘　　要：介绍国有企业IPD实施的背景和IPD的理念,分析国有企业研发管理面临的问题,讲述实施内容、注意事项,结合国企的特殊性给出建议,对国有企业研发管理体系的改革具有参考意义。The paper introduces the background of IPD in state - owmed enterprises and the concepts of IPD, analyzes the problem of R＆D management in state - owned enterprises. Actual content and cautions are shown and also the advice is introduced according to the particularity of state - owned enterprises. It might give a reference to the improvement of R＆D management.
