摘　　要：以生产许可证制度范畴内的工业产品为研究对象,结合国家质量监督抽查数据,阐述了即使是获得生产许可证企业其产品质量安全也未必全部合格。应用风险管理理论与方法,分析了工业产品可能存在的风险要素,提出了风险评估标准,划分了风险等级,应用专家打分法进行了风险衡量,对工业产品风险进行了综合评判。以水泥和橡胶制品为例介绍了该方法的应用。Taking licensed industrial products as the object of this study,this paper explains products may not be qualified even if acquiring licen- ses, combining data of national quality supervision selective examination. Then using the theory and method of risk management,itanalyses risk ele- ments, puts forward risk assessment criteria, divides risk grades, conducts risk measurement by using expert scoring method, and carries outcom- prehensive evaluation on industrial products. At last, it introduces the application of this method on cement.
