摘　　要：吉林省实施国有企业改革政策效果较好,企业偿债能力逐渐增强,国有资产监督管理体制进一步完善,在东北三省经济地位逐渐上升。当前看,吉林省在深化国有企业改革的进程中,还应针对政策与制度本身的缺陷和不完善以及一些地方国有企业改革不规范等实际情况,采取提高国有企业效率,实现规模经济,拓宽企业融资渠道,加快推进厂办大集体改革试点工作等改革措施,解决好改制不够深入、企业效率低下、规模不经济、下岗职工再就业难、企业自我发展能力弱、改革成本过高等问题。State-owned enterprise reform in Jilin Province has obtained good results： enterprise debt paying ability is gradually increasing; state-owned assets supervision and management system is further improving; the economic status of China＇s three northeast provinces is gradually rising. In the deepening process of the reform, facing the actual situations of faulty and incomplete policies and system, and non- standard reform of some regions, Jilin government should take reform measures in terms of improving the efficiency of the enterprises, achieving economies of scale, broadening the financing channels and accelerating the pilot projects reform of collectively owned factories to address the issues regarding shallow reorganization, low enterprise efficiency, diseconomies of scale, difficult re-employment of laid-off workers, weak self-development capacity and high reform cost of the enterprises.
