摘 要:收入水平与收入结构对人力资本配置有导向作用,不合理的收入分配导致不合理的人力资本配置结构。垄断行业收入分配机制不合理,导致垄断行业职工较非垄断行业职工得到了更高的收入,这种不合理的分配机制对整个社会的公平体系造成了一定的破坏,同时降低了人力资本的配置效率。通过分析垄断行业收入增长状况,从就业贡献率和就业弹性两个方面探讨了垄断行业不合理的收入分配对人力资本行业配置的扭曲和对配置效率的影响,认为要提升人力资本配置效率需要引入市场竞争、控制垄断行业收入增加、完善劳动力市场、完善基础保障制度。The level and structure of income are playing a guiding role in human capital disposition. Unreasonable income distribution leads to unreasonable structure of human capital disposition. Because of the unreasonable in- come distribution mechanism in monopoly industries, personal income in monopoly industries is higher than that in non-monopoly industries. This unreasonable income distribution mechanism have caused some sort of damage to the fair system of the whole society and reduced the efficiency of human capital allocation. By analyzing monopoly indus- tries'revenue growths, this paper discusses the negative impact of unreasonable income distribution mechanism on human capital distribution and allocative efficiency in monopoly industries in the views of employment contribution rate and employment elasticity. The authors believe that to improve human capital allocation efficiency, we need to introduce market competition, limit monopoly industries' income, improve labor market and promote basic security systems.
