专业技术类公务员管理现状及对策研究

摘　　要：专业技术类公务员是我国公务员的一部分。专业技术类公务员指机关中从事专业技术工作,履行专业技术职责,为实施公共管理提供专业技术支持和技术手段保障的职位。专业技术类公务员在现代管理中起着至关重要的作用,目前我国专业技术类公务员管理制度在不断建立和完善当中,现行制度造成专业技术类公务员数量欠缺、管理制度缺乏针对性、激励不足和培训缺位等问题。本文从专业技术类公务员的作用入手,阐述专业技术类公务员内涵和特征,揭示专业技术类公务员管理存在的问题,在此基础上提出对专业技术类公务员适用范围的探索和应专业技术类公务员管理制度应注意的问题。Professional Civil servants are one part of civil servants.They are the staff members at all levels of governments engaging in work required with professional skills, performing professional responsibilitis and providing technical expertise and technical means support.They play on important role in the modern management. However, there are many prob lems in the current civil servants management system,such as deficiency of professional civil servants, no pertinence of management system,inadequacy of incentives and absence of training.The paper starts from the functions of professional civil servants,analyzes the connotation and features, sets forth the problems in the management system, and suggests the range of application and related questions to be concerned in the application of management system.
